Toggle Availability Penalty for Suitability Scoring

We have enhanced our suitability scoring to allow the availability component to be quickly removed or included, so that resource managers can assign work to the most suitable resources, regardless of their availability, then when more convenient, carry out focused comparisons to resolve any resulting availability clashes.

The Availability Penalty component can now be toggled off when required
